Petrol Pumps in Delhi to Soon Check Vehicle License Plates
Delhi, the capital city of India, is taking a significant step towards curbing vehicular pollution. The Delhi government is planning to implement a new initiative that will help track down vehicles without a valid Pollution Under Control Certificate (PUCC) with the help of cameras installed at petrol pumps. This move aims to tighten the checking process and ensure that vehicles comply with pollution control measures.
The Digital Solution: Tracking Vehicles with Cameras
Currently, the checking of PUCC validity is carried out by Delhi Traffic Police constables deployed across the city. However, the government plans to make the process more efficient and accurate by implementing a digital method. The Delhi Transport Infrastructure Development Corporation (DTIDC) has initiated the plan by inviting tenders from potential bidders.
The cost of the project is estimated to be around ₹6 crore. The selected company will be responsible for integrating its system with the government’s official portal to issue e-challans to vehicles without a valid PUCC. Cameras installed at petrol pumps will help identify such vehicles upon entry, and the system will send the details to the echallan.parivahan.gov.in portal to issue the challan to the vehicle owner.
Ensuring Compliance and Informing Vehicle Owners
When a vehicle without a valid PUCC enters a petrol pump, attendants will be alerted, and the vehicle owner will be asked to renew their certificate before an e-challan is issued. To further inform vehicle owners about the status of their PUCC, a display will be installed at the petrol pump, providing real-time information.
An official from DTIDC stated, “The system will again check the PUCC status after three hours, and in case of expiry, the system will generate a challan.” This ensures that vehicle owners have ample time to comply with the regulations and renew their PUCC.
How it Works in Simple Word
- Cars entering petrol pumps will have their license plates reviewed by cameras placed in strategic locations.
- The government database will be consulted by the system to verify the PUCC status.
- Petrol pump attendants will be notified if the PUCC is invalid, and the owner of the vehicle will be made aware that it has to be renewed.
- After three hours, the system will recheck the PUCC status to make sure there is enough time for compliance.
- An electronic challenge will be generated automatically if the PUCC is still invalid.
- In order to improve motorist awareness, real-time PUCC status screens will also be deployed at petrol pumps.
Expanding the Digital Solution
The tender for the project may be extended to cover up to 500 petrol pumps, based on the availability of funds. The selected company will also be responsible for installing cameras at petrol pumps that do not already have them and upgrading existing cameras if necessary. The cameras will be positioned strategically to ensure proper scanning of all vehicles entering the petrol pump.
The Need for Stricter Measures
The decision to implement this new plan comes after the state’s transport department revealed that approximately 22 lakh vehicles in Delhi were found plying without a valid PUCC. Out of these vehicles, 19 lakh were identified as two-wheelers. This alarming number highlights the need for stricter enforcement and monitoring of pollution control measures.
